Panola County, Commissioners Court Minutes 1846-1847

It is
ordered decreed and adjudged by the court that the pro---of Samuel M. Parry, John Miller,
William Miller, A.M. ---, James T. Kelly, Thos Miller, Jno McFaden, John Stout, Corn---
Crenshaw and John B. White against the legality of the election for county site be
received and considered and that the f--- Monday in October be and is hereby set apart to
try the --- of said election, and purging of the polls.
It is
ordered by the court that the ferriage for crossing man and horse when the river is within
its banks be one dime and when it is out of its banks, two dimes for the same for crossing
a wagon.
It is
ordered by the court the ferryman shall receive fifty cents when the river is within its
banks and one dollar when the river is out of its banks and crossing one-horse carriages
they shall receive twenty-five cents. Footmen five cents for crossing loose horses and
cattle five for three cents.
This day
came Cornelius Crenshaw and made application for an unconditional certificate for six
hundred and forty acres (640) of land and having made oath as required by law and proven
that he was entitled to such by Richard Golden and Jubel Owens. The matter was postponed
for further consideration by the court.
It is
ordered by the court that the County Tax be one half of the State Tax.
It is
ordered by the court that the clerk be authorized to issue any subpoenas for witnesses
that may be called for by any elect of the county in regard to the county site question.
That notices that the county court will convene on the --- Monday in October --- to
investigate the legality of the election for the county site and legality of the votes
cast in the said election.
It is
ordered by the court that Henry B. Jernigan be appointed overseer of the road from the
West side of his lane to the State Line and all hands within one mile of said lane be
required to work on the same. Alexander ---- be appointed overseer on same road from the
West --- of Jernigans Lane to the County Line between Harrison and Panola Counties and
that all hands within three quarters of a mile of said road be required to work on the
same.
This day
came Terrel Hendon in behalf of the citizens of Panola County prayed the court to grant an
order of review for a road to connect the road from Henderson to Brewster Bluff, and the
court ordered that the same be granted and appointed Peviance Williams, Joseph Collins,
M.B.B. ----, Edward Sweat, ---- Jackson as reviewers said road. It is ordered by the court
that Washington Morris be appointed overseer of the road from Rusk County to Brewsters
Bluff by Shephards Community at a branch west of Newel Waltons and work to the county line
and the following hands work on said road vez Sol Wood, Hiram Wood, William Barbee, H.
Shephard, Wm. F. Nelson, James H. Smith, John Morris, Sam Smith, R.G. Holt, John Morris,
Junior, M. Donald, Washington Morris, Parson Reeds hands.
It is
ordered that Hugh Devlin be appointed overseer of the Shepherds road commencing at the 5
mile post mark to the branch west of Newel Waltons, all hands south of Irons Bayou are
required to work on said road.
It is
ordered by the court that Seth Kenady be appointed overseer of the road from Sabine River
to the 5 mile post and all hands south of said road be apportioned to work on the same.
It is
ordered by the court that J.R. Youngblood be appointed overseer on the Alred road and all
hands on the north side of Irons Bayou be required to work on the same.
This day
came Charles Moorman and prayed the court to grant a review for a road commencing at
Shelbyville road near James Rowes, the nearest and best rout to the --- near Raybons on
the Logansport road and the court ordered the prayer of the petitioner to be granted and
appointed William Wall, Robert Kyle, W.D. Parrish, Milborn Cook, and David Wilkison
overseer of the same. On motion Richard Golden the court now adjourned until the first
Monday on October next.

special term of the County Court in and for the County of Panola began and held at Pulaski
on the Monday the 5th of Oct AD 1846 present John Allison, Chief Justice; Jas.
Williams, Charles Moorman, Terrel Henson, Commissioners; M.R. Standefer, Sheriff; J.H.
Anderson, Clerk.
Ordered by
the court that the election for county site held on the 22nd day of August be
set aside. On motion the court adjourned until the next regular term.

regular term of the County Court in and for the County of Panola began and held at Pulaski
on Monday the 12th Oct AD 1846. Present John Allison, Chief Justice; Richard
Golden, James Williams, Commissioners; M.L. Standefer, Sheriff; J.H. Anderson, Clerk.
Ordered by
the court that Cornelius Crenshaw be granted an unconditional certificate of six hundred
and forty acres of land as a married man of the 4th class he having proven
according to law by Richard Golden & Jerbel Owens that he is entitled such.
Ordered by
the court that Jas. A. Booker be appointed overseer of the Logansport Road beginning at
the four mile post on the line between Louisiana and Texas to the West bank of Mill Creek
and all hands within lawful distance to work on said road. Also ordered by the court Jas.
Pope be appointed overseer of the same road from the west bank of Mill Creek to the west
bank of Sockegee and all hands within a lawful distance between the two Bayous be required
to work on same road and A.J. LaGrone be appointed overseer of the same road from the east
bank of Sockagee to Pulaski and all the Gibbs. Alten LaGrone, Willis Vaughn, John Harry,
John & Sam McFadden, Jacob Coats and --- Gibbs be required to work on said road.
Ordered by
the court that Stephen L. Davis be appointed overseer of the road leading from Marshall to
Shelbyville by the way of Pulaski to work from Stouts Mill Creek to the double cabins all
hands between said road and Sabine River and all hands within lawful distance north of
same road be required to work on the same.
It is
further ordered that Alfred Mitchel be appointed overseer of the same road from the double
cabins to the county line between Harrison &
Panola County and all hands within lawful distance of said road be required to work on the
same.
Ordered by
the court that William Tippet be appointed overseer of the same road from which G.L. Davis
works to the Widow Tippets hands and the following hands be required to work on said road
Rob & Andrew Tippet and their hands Jas. Johns, Champion & Sam Jones.
It is
further ordered by the court that William Wall be appointed overseer of the same road from
the Widow Tippets to the Shelby County line and all hands within lawful distance be
required to work on the same.
Ordered by
the court that Jeremial T. ----whik, Administrator of the Estate of William Stoaks, decxd
be granted an unconditional certificate of three hundred & twenty acres of land the
said decd was a single man proved by Jas T. Kelly and Gwen d. McJipsey of the 4th
class No. 2.
Ordered by
court that George Watson be appointed overseer of the road leading from Shreveport to
Nacogdoches to work from Brewsters Bluff to the Harrison County line all hands in lawful
distance of said road are required to work on said road.
Ordered by
the court that R.R. Moor be appointed overseer on the road leading from near Kellis
Waltons Gin to A.B. Daviss ---- with the old road all hands within one mile and a
half of said not apportioned on other roads are required to work on the same.
Ordered by
the court that John B. Owens be appointed overseer on the road leading from Pulaski to
Jordeson Mill and the following named persons be appointed surveyors of said road
John W. Baker, John E. Anderson, John B. Owens, A.B. Davis and Wily Powel, A.B. Davis is
appointed overseer of this road from Pulaski to Sockagee Creek all hands within one mile
and a half of said road not appointed to other roads are required to work on the same.
Ordered by
the court that John Allison required to open a road from Port Caddo road borders the
county line to the Marshall and Pulaski road near his fields and that the said
Allisons hands are required to work on said roads.
The Court
went into the Election of Treasurer. Andrew Robe presented himself as a candidate, and was
duly elected. Upon consideration that he gives bond and takes the oath required by law
within fifteen days.
On motion
the court adjourned until the next regular term of said court.

Ordered by
this court that Harrison H. Hill be appointed overseer of the Logansport Road to work from
the West bank of Sockagee Creek to the West bank of the Mill Creek and to have the
following hands to wit: Brinkly Henderson, Timothy Davis, James Lee, Robert Daughtry,
James Pyles.

Know all men by these presents that we
Eliza Conner Administratrix of Estate of John Conner, deceased as principal, Nelson Conner
and Julia A. Hoskins as sureties acknowledge ourselves to owe and be indebted to H.
Pollard Clerk of the District Court of Panola County Texas in the sum of Seventeen hundred
and fifteen dollars to be made and levied of our respective land, tenements and effects
for the payment of which well and timely to be made of which well and truly to be made we
bind ourselves, our heirs, executrix, administrators and assigns firmly by these presents.
The
condition of the above obligation is such that the said Eliza Conner, Administratrix has
returned her inventory and appraisement of the community estate of herself and her
deceased husband. Now if the said Eliza Conner, Administratrix aforehand shall faithful
administer said estate, and pay over one half of the surplus, after the payment of the
debts with which the whole is properly chargeable, to such person or persons as shall be
entitled to receive it, then this bond is to be of no effect otherwise to remain in full
force.
